Environmental Services

Trash and recycling bins will not be collected on December 25, 2024 and January 1, 2025. The Environmental Services Department, Greater El Paso Landfill, Administration offices, and the Citizen Collection Stations also will be closed in observance of the holidays.

 

Trash collection makeup days for these regular Wednesday pickups will be Saturday, December 28 and Saturday, January 4.
Only roll your blue bins to the curb on the Saturday makeup day, if it is your week to have the recycling container emptied. Bins should be placed at least three (3) feet apart from each other and at least five (5) feet apart from other objects.

Special Collections

City of El Paso residents may request a fee-based, special pick-up by calling the Environmental Service Department at (915) 212-6000. This service is available from 7 a.m. to 2 p.m. Monday through Friday. You may also haul your bulky items to the Greater El Paso Landfill or one of the City's Citizen Collection Stations in accordance with the rules for those facilities.

Guidelines

  • Place bulky items at the curb in front of your home by 6 a.m. on the day your pick-up is scheduled.
  • The material must not obstruct sidewalks or vehicular and pedestrian traffic.
  • Please keep the items a minimum of 5 feet away from your garbage and recycling containers, mailbox, fence, wall, water meter, telephone junction box, parked car, low-hanging trees, or, other obstructions.

Fees

  • $35 for 5 cubic yards or less
  • $7 for each additional cubic yard beyond the first 5 cubic yards
  • NOTE: Tax will be added to all charges

Accepted Items:

  • Appliances (must be empty)
  • Barbecues (fuel and charcoal removed)
  • Brush, tree trunks, branches, and other green waste
  • Carpet, doors, furniture, lumber, pallets
  • Lawnmowers (Fuel and motor oil removed)
  • Mattresses & box springs

Not Accepted Items:

  • Anything with a title of ownership (automobile chassis, motorcycles, trailers, boats, etc.)
  • Commercial/Industrial generated material
  • Compressed gas/air cylinder(s)
  • Recyclable material
  • Dirt/Rocks/Concrete
  • Tires & Hazardous materials
  • Used electronics

Dead Animal Removal

Environmental Services provides dead animal pick-up and removal services throughout the City of El Paso. Residents may request this service by calling the Environmental Services Department at 915-212-6000 or report online. A fee will be added to your El Paso Water Utilities bill for this service. This service is available between 7 a.m. and 2 p.m. Monday through Saturday. Farm animal removal is available Monday through Friday.

Dead animals must be bagged and placed at the edge of the curb before pick-up.

Fees

Domesticated animals $40.00
Farm animals within the city limits $150.00
Farm animals within El Paso County but outside the city limits $175.00
Tax will be added to all charges.

Used Electronics

The City of El Paso accepts used electronic waste at its Citizen Collection Stations and at the Greater El Paso Landfill. Used commercial electronics or materials that are leaking are not accepted.

Acceptable Used Electronics

  • Televisions and cameras  
  • Radios and portable music players, such as CD players and iPods   
  • Cell phones, telephones, and fax machines
  • VCR and DVD players
  • Computers and computer accessories, such as monitors, keyboards, scanners, printers, photocopiers, and webcams.   
  • Other electronic consumer goods

Country Store

Items at the country store stuch as dog houses, wheel barrels.The City of El Paso Environmental Services Department offers residents a place to drop off and pick up gently used items such as appliances, furniture, toys, bikes, etc. for free. The Country Store is located inside the Citizen Collection Station (CCS) at 3510 Confederate Dr, El Paso, TX.

Country Store Guidelines:

  • A water bill with a matching ID is required to enter the CCS
  • Residents are allowed to take 5 items per month per household
  • Items cannot be put on hold
  • Items can only be picked up at the 3510 Confederate Country Store location

Reusable Household Products

The Reusable Household Product Program collects products that are brought to the Citizen Collection Stations in their original containers and are in good, usable condition. Products are available to any collection station customer who would like to reuse them. The purpose of the program is to use up products as intended in order to reduce the amount of household hazardous waste that has to be specially disposed of throughout the year.

Products are available on a first-come, first-served basis and vary by location. There is a limit of ten products per customer. An I.D. and signature are required for anyone picking up household products.

Reusable Household Products:

  • Carpet and Oven Cleaners
  • Fertilizers, Pesticides/Herbicides
  • Furniture Polish, Wood Preservative, Wood Stain
  • Paint Thinner
  • Car Wax, Brake Fluid, Antifreeze
  • Adhesives (Glue, putty, caulk)

Community Tool Shed

Visit a collection station to borrow items such as lawnmowers, rakes, shovels, brooms, and more! Free to all El Paso residents 18+ years with a valid I.D.

Free Paint & Mulch

Paint

The City of El Paso Environmental Services Department offers free paint to the public at all Citizen Collection Stations. The program is designed to redistribute old paint for use in neighborhoods as a means to protect our environment by keeping it out of landfills.

The used paint at the drop-off sites is distributed in 5-gallon containers. It is available on a first-come, first-served basis at the collection sites.

Paint Reuse Guidelines

  • The request for paint must come from an El Paso resident.
  • All appropriate documentation (Reusable Paint Request Form) must be completed prior to receiving paint.
  • There is a limit of 5 gallons of paint per customer, per visit. Some exceptions apply upon special requests.
  • The City of El Paso Environmental Services Department does not warrant or guarantee the purity, quality, color, or durability of any paint.
  • ESD does not warrant or guarantee the purity, quality, color, or durability of any paint. Colors are mixed together and residents will not be able to choose paint colors.

Mulch

The Citizen Collection Stations are now offering free mulch on a year-round basis to the general public. Mulch may be used as a ground cover to protect the soil and to inhibit weed growth.
