Municipal Courts

We hold ourselves responsible, and are held responsible by the citizens of El Paso, for treating the thousands of people who appear before the Court each year with dignity, impartiality, equity, courtesy and efficiency.

Municipal Courts Arraignments

Recognizing the need to ensure the health and safety of litigants, attorneys, visitors, court staff, judges, and other individuals entering the buildings housing the courts, the courts of the El Paso Municipal Court has a COVID-19 Operating Plan in place.

The Court strongly recommends and encourages individuals to wear face coverings at any of the Municipal Court facilities.

Safety & Health Plan

The El Paso Municipal Court is a court of record which handles Class C misdemeanors and civil parking citations issued within the city limits. The El Paso Municipal Court of Appeals hears appeals filed from the El Paso Municipal Courts. The judges and staff of El Paso Municipal Court recognize that for most people their impression of the justice system is derived from their experience in municipal courts.

Rights of Defendants

If you received a citation from the El Paso Police Department you are entitled to certain rights. You have the right to:

  • See the complaint or citation that has been filed with the court.
  • A trial by jury, but you may waive the right to a trial by jury and be tried by the court.
  • Represent yourself or be represented by an attorney.
  • Remain silent however you may waive this right and discuss your case with a city prosecutor in an effort to dispose of your case without a trial.

The El Paso Municipal Court clerks are not allowed to give legal advice. You are urged to review the applicable laws and to consult an attorney of your choice for further information or answers to specific legal questions. In particular, traffic offenses, generally, are punishable by a fine of not more than $200.00 and all costs of court.
