Real Estate

Real Estate Transaction Policies are provided under Chapter 15.24 of the El Paso City Code.

The Real Estate Division only administers property owned by or to be acquired by the City of El Paso. We do not provide ownership information, title work, appraisals, or other services on non-city-owned property.

All request from the public involving Real Estate transactions requires the submittal of the proper application and all applicable fees.

Purchasing City-Owned Property

For inquiries regarding purchasing City-owned property, please fill out the application and submit your request. Include any exhibits such as plats, maps of the area and/or property, pictures of signage or monuments, or any other visual information to help assist us in processing your request.

The city does not provide a list of available city-owned properties. Interested parties must provide a property identification number for the property they have in mind.

The City of El Paso cannot directly sell a property to a member of the public. All applications will be submitted for review to determine if the property requested is in surplus. If the property is designated in surplus, the property will need to be put out to bid. Submittal of this application does not guarantee the property will be sold to the applicant. Selling Property To The City

For inquiries regarding selling property to the City, please fill out the application and submit your request. Include any exhibits such as plats, maps of the area and/or property, pictures of signage or monuments, or any other visual information to help assist us in processing your request.

Submitting an application does not guarantee the city will purchase the property. The El Paso City Council must approve all property purchases. For questions regarding selling property to the city, email [email protected].

Leasing City-Owned Property

For inquiries regarding leasing City-owned property, please fill out the lease application and submit your request.

The request should contain a plat map to identify the proposed lease area. Submitting an application does not guarantee the City will lease out the property. For questions regarding the leases, email [email protected].

Temporary Right of Entry

For inquiries regarding a temporary right of entry on City-owned property, please fill out the application and submit your request. Include any exhibits such as plats, maps of the area and/or property, pictures of signage or monuments, or any other visual information to help assist us in processing your request.

Submitting an application does not guarantee the City will grant access to city-owned property. For questions regarding requesting access to city-owned property, email [email protected].

Easements

For inquiries regarding requests for an easement on City-owned property, please fill out the application and submit your request. Include any exhibits such as plats, maps of the area and/or property, pictures of signage or monuments, or any other visual information to help assist us in processing your request.

Submitting an application does not guarantee the City will grant an easement on city-owned property. For questions regarding requesting easements on city-owned property, email [email protected].

Special Events

Special event venues managed by the Department of Museum and Cultural Affairs (MCAD) the El Paso Zoo, Parks & Recreation Department or the Mass Transit Department (Sun Metro) are handled directly by the respective department. To rent facilities from the departments referenced above, please contact them directly.

Please note, no date for the use of a City-owned property is secured until a final agreement has been signed by the City of El Paso and the Applicant. Applications will be reviewed on a “first come, first serve” basis. However, priority will be given to events that are considered established special events (i.e. WinterFest).

For inquiries regarding renting a City-Owned facility, parking lot, or empty lot for a special event, please fill out the application and submit your request. Submitting an application does not guarantee use of city property. Applicants are responsible for acquiring the necessary permits for their event.
