The City of El Paso is offering 17 City-owned properties in the historic Union Plaza area of downtown for redevelopment through adaptive reuse—repurposing existing structures while preserving their architectural character. Located between Santa Fe, Chihuahua, Paisano, and Overland Streets, these properties are available individually or as part of a Master Plan Development.
The City is inviting proposals from experienced development teams, which may include the use of adjacent rights-of-way, subject to City Code. Selected teams will enter into a Pre-Development Agreement or similar to outline terms, responsibilities, and timelines. The final Comprehensive Development Agreement will govern the redevelopment, which may include residential, commercial, retail, office, educational, or mixed-use projects.
Developers will be responsible for design, permitting, financing, construction, and long-term management. The City is committed to supporting redevelopment efforts through available economic development tools and incentives, negotiated based on project merits.
