Neighborhood Improvement Program


NOTICE: NIP Applications Are Closed

Purpose

The Neighborhood Improvement Program (NIP) provides the opportunity for Recognized Neighborhood Associations and Civic Associations to request small-scale permanent physical improvement projects to enhance the quality of life in their neighborhoods. The intent is to facilitate an organized process for residents to have direct input on physical improvements in their neighborhood.

Program Funds

The Community Progress Bond included $5 million for physical improvement projects in the NIP. 

Each of the (8) Representative Districts will receive $625,000 for NIP requests. 

Program Guidelines

  • Project proposals must be submitted by an Association that complies with the City of El Paso’s Neighborhood Association Recognition Ordinance.
  • Project proposals are competitive between associations within the same Representative District.
  • Project feasibility is determined by the City departments responsible for the implementation and maintenance of the completed project based on their departments' policies, regulations, and standards.
  • Projects MUST be on City-owned land or city public-right-of-way.
  • NIP funds may NOT be used for the purchase or acquisition of land or other property.
  • Final approval of all project proposals shall be determined at a regular meeting of the City Council.
